Minns Estates identified a site of 0.6 acre in a central location within Banbury between the rail way station and the town centre. The sites location to the town centre meant it had the right credentials for Oxfordshire County Council's proposed new northern hub in Banbury.

The site now forms part of the Banbury Canalside project, where Cherwell District

Council are promoting the redevelopment of some 55 acres for mixed use development.

Minns undertook development management for Oxfordshire County Council the construction of a new state of the art building comprising a 25,000 sq ft three storey office facility. The scheme costing in the order of £4.75 million achieved high eco credentials and a BREEAM ‘Excellence’ rating.
